The Kansas State Penitentiary is a high security prison.

Lionel Luthor was imprisoned at Kansas State Penitentiary after being convicted for the murder of Chloe Sullivan. He later switched bodies with Clark Kent, who was trapped at the prison until he managed to switch bodies back. Lionel also framed his cellmate Edgar Cole for crimes he didn't commit, in order to ensure that Edgar would help him translate Kryptonian glyphs.

Lex Luthor also was held at Kansas State Penitentiary for killing Lana Lang but after someone else was paid to confess to the crime, Lex was sent free.
