Orlando Block was one of two spies, along with Wagner, sent by Oliver Queen to kidnap Lex Luthor. He went against Oliver's orders to not harm him and tortured Lex to find out what happened on Dark Thursday and how he became super-powered. He was killed by Lex with a serum injected into the back of his neck.
