Ted Palmer was a U.S. Marshal and bounty hunter who was in pursuit of Mr. Brooks and Jessie Brooks.

The Brooks escaped the witness protection program and Palmer was sent to bring back discs that they had. While in search of them, it led him to kill a college student who dated Jessie. He ended up being killed by Mr. Brooks who fired a gun in self-defense.
